This initiative intended to assess Belize’s progress toward achieving the MDGs, to identify additional measures required for achievement, and to estimate their related human, infrastructural and financial resource needs. Major outputs through which MDG implementation status and interventions and resources needs would be articulated included a Scorecard and Outlook Report and a detailed Needs Assessment Report.
Effective assessment of the status of the Millennium Development Goals, and the types of planning programs and resources needed to achieve them is critical to ensure the MDG targets are reached by 2015. Such an assessment requires an in-depth knowledge of the socio-economic fabric of Belize to ensure national commitment, and effectively reinforce structured capacity building activities.
To support the Government of Belize UNDP has supported two MDG-specific Millennium Development Goals Needs Assessment and Cost Prognosis (MDG NACP) Projects to support planning and policy guidance in the key implementing ministries. The key activities of the project include support for the collection and analysis of data; participation in national policy and planning dialogue related to poverty reduction and MDG achievement; and co-writing and editing of the intended MDG Reports, inclusive of the Scorecard and Needs Assessments.
The MDG NACP Project supports national ownership of the process and the resulting outputs and aims to ensure effective knowledge transfer and capacity building for national development planning and costing. These two factors lend to a needs analysis and cost prognosis that will inform and guide national plans and budgets and to the development of national capacity to plan follow-up initiatives and monitor and evaluate activities. The Ministry of Economic Development is the lead agency with commitment to exercise the national coordinating role, providing for effective mainstreaming of the MDG NACP into the wider national plans, and facilitates allocation and targeting of national and international budgetary support and technical resources.
In order to inform national planning processes through enabling MDG-based planning, the Project focuses on MDG 3-Gender Equity, MDG 4-Child Mortality and MDG 7-Environmental Sustainability. This approach provided for the completion of a scorecard and outlook report within a time-frame sufficient to build on and inform (1) a long term visioning and (2) a national development planning process.
The MDGs are just one example of the richness of partnerships with Government Ministries and UN Agencies that enable the national priorities and development.
